Luffy and his crew are now referred to as the senior captain and senior officers of the Straw Hat Grand Fleet. Meanwhile, on Emptee Bluffs Island, Mihawk and Crocodile confront Buggy for being portrayed as the clown's subordinates, with none of Buggy's administration members helping him. It is revealed that when the Navy came to apprehend Buggy, Crocodile saved him in order to collect the money Buggy owed him so he could use it to fund a organization he was founding with Mihawk. When Buggy could not pay him back, he offered his and his crew's services. Unfortunately, due to their love for him, Buggy's crew unwillingly advertised as the Cross Guild's leader, leading the Marines to combine that with previous deeds attributed to him and officially recognize him as an Emperor of the Sea. While initially infuriated, Mihawk and Crocodile relent after they realize it is not the worst idea to have Buggy bear the brunt of the Marines' attention and have him become one of the new Emperors of the Sea.
